<li>Assists individuals, companies and non-profits in complying with the Foreign Agents Registration Act, which, in general, requires anyone engaged in political activities and/or public relations in the United States for or on behalf of foreign governments and other foreign individuals and entities to register with the United States Department of Justice, and to make regular reports regarding their activities. Represents individuals and entities in Justice Department compliance inquiries and actions.</li>
<li>Advises clients on the registration and reporting requirements of the Lobbying Disclosure Act, which covers federal lobbying activities on behalf of domestic individuals and companies.</li>
<li>Advises clients on the requirements imposed by United States economic sanctions programs administered by the United States Department of the Treasury’s Office of Foreign Assets Control (OFAC) and assists in obtaining licenses when necessary under those programs.</li>
<li>Assists companies, including international consulting and energy companies, and individuals in complying with the Foreign Corrupt Practices Act, which prohibits U.S. persons and entities from offering or providing anything of value, directly or indirectly, to non-U.S. government officials, foreign political parties and the officials of certain public international organizations, for inducing official actions or to secure any improper advantage in obtaining or retaining business. Observes companies’ operations and internal workings to plan and face potential concerns before they become larger issues.</li>
<li>Represented 26 states challenging the constitutionality of Medicaid revisions under the Patient Protection and Affordable Care Act, arguing that an &#8220;individual mandate&#8221; was beyond the powers granted to Congress under the Commerce Clause and the Necessary and Proper Clause. The U.S. District Court for the Northern District of Florida ruled in favor of the states at the case outset. The government appealed the case to the Eleventh Circuit, where the original decision was affirmed.</li>
<li>Defended a Bivens action brought against former Secretary of Defense Donald Rumsfeld during representation before the Fourth Circuit.</li>
